This should disable the bios fan control until the machine is rebooted. It is a shame that dell listened to people about quiet fans early on. I bought a new dell xps 13 2 in 1 7390 laptop i7 processor and on non demanding tasks it would become hot and the fans would turn on. It errs on the side of slow quiet fans instead of proper thermal control.

Unfortunately the dell xps 13 also has a very low end graphics card i m not sure if this is actually the source of the problem but i suspect it to be. I7 xps 1702x with 3gb nvidia m555. Solved by removing killer wireless software and driver version 12 0 0 825 and using the driver version automatically installed by windows and updates version 12 0 0 820. This is nothing permanent a reboot restores the setting also it is possible to re enable bios fan control with sudo smm 31a3. Also click the system link to update your bios.
